National Malaria Strategic Plan (NMSP) of Gabon: 2008 – 2015

This Plan Stratégique National de Lutte contre le Paludisme (PSNLP) 2018-2021, which helps give substance to the health policy vision within the “Emerging Gabon” Strategic Plan (PSGE), reaffirms Gabon’s ambition to eliminate malaria and reduce malaria-related mortality to near-zero levels. It achieves this by tailoring control interventions based on malaria stratification and mapping, and by adopting innovative, high-impact measures.

Vision: A malaria-free Gabon

Mission: The mission of the National Malaria Control Program is to ensure universal coverage of effective malaria control interventions for the entire population in order to prevent suffering and death caused by the disease. 

Guiding principles: The strategic plan is based on four fundamental principles that constitute the pillars of the intervention framework:- 

• Equity in access to services for all;
• Collaboration with other services and programs of the Ministry of Health;
• Inclusive, coordinated, and multisectoral partnership, including community participation;
• Ownership and accountability.

Goal: By 2021, reduce malaria-related morbidity and mortality by at least 40% compared to 2015 levels. 

Specific objectives: The specific objectives of this strategic plan are as follows:-

By December 2021:

• Strengthen program management capacities by ensuring transparent, coherent, and efficient management of resources and results;
• Protect at least 80% of the population at risk of malaria through effective prevention interventions;
• Ensure that at least 80% of the population adopts effective malaria control interventions;
• Properly treat at least 80% of malaria cases diagnosed in health facilities in accordance with national guidelines;
• Strengthen the surveillance, monitoring, and evaluation system for malaria control interventions.
