National Malaria Strategic Plan (NMSP) of Chad: 2019 – 2023

The National Malaria Control Programme (NMCP) has developed a the Plan Strategique National de Lutte Contre le Paludisme 2019-2023. This plan draws upon recommendations from the programme’s performance evaluation, the national malaria control policy, the Third National Health Development Plan (PNDS3 2018–2021), and the Global Technical Strategy for Malaria 2016–2030.

Strategic directions of this NSP focus primarily on:

• prevention interventions aimed at achieving universal coverage;
• diagnosis and free case management;
• expanding prevention and case management interventions to the community level;
• strengthening the supply chain and stock management system for antimalarial products;
• intensifying communication interventions: strengthening advocacy activities to mobilize resources for malaria control and foster behavior change;
• strengthening malaria surveillance, monitoring and evaluation, and the health information system;
• strengthening intra- and multisectoral collaboration for malaria control and reinforcing the programme at all levels.

Objective: The overall objective of this plan is to contribute to improving the health status of Chad’s population.

Specific objectives: aim to reduce malaria-related mortality and morbidity by 75% compared to 2015 levels, particularly among children under five and pregnant women:-

1. By the end of 2023, at least 80% of the population at risk of malaria will be protected by effective prevention interventions;
2. By the end of 2023, 100% of malaria cases will be diagnosed and treated in accordance with national guidelines at health facilities and at the community level;
3. By the end of 2023, at least 80% of outbreaks in at-risk districts will be detected and contained;
4. By 2023, at least 95% of the relevant facilities will submit complete, high-quality data on key malaria control indicators in a timely manner;
5. By 2023, 80% of the population will adopt behaviors conducive to malaria control;
6. By the end of 2023, the program’s institutional capacities will be strengthened to ensure effective management of malaria control at all levels.
