Malaria represents a major public health problem in Cameroon. Cameroon is one of the 11 countries that together bear nearly 70% of the global malaria burden (WMR, 2018). Nationally, the number of cases recorded at health facilities—which had remained virtually stagnant since 2011—has shown an upward trend since 2017. Similarly, the number of deaths, having declined over several years, has been rising since 2017, despite the implementation of various malaria control strategies (PNLP Annual Report, 2017). It is against this backdrop that this new Plan Strategique National de Lutte contre le Paludisme au Cameroun (PSNLP) 2019–2023 was developed.

Objectives: It comprises two overarching objectives to be achieved by 2023:-

  1. reducing malaria-related morbidity by at least 60% compared to 2015 levels, and
  2. reducing malaria-related mortality by at least 60% compared to 2015 levels.

The main objectives of the 2019–2023 strategic plan have been specifically formulated within each of the four pillars of the “HBHI” approach. 

  • Pillar 1: “Strengthening policy dialogue at national and community levels” accounts for 1% of the total budget;
  • Pillar 2: “Use of strategic information for action” accounts for 5% of the budget;
  • Pillar 3: “Key malaria control policies and strategies” accounts for 86% of the total budget;
  • Pillar 4: “Coordination of the national response” accounts for 8% of the total budget.
