This Plan Stratégique National Intégré orienté vers l’Elimination du VIH/Sida, du paludisme, de la tuberculose, des hépatites virales, des IST et des maladies à potentiel épidémique 2019–2023 (PSNIE 2019–2023), incorporates Benin’s malaria strategic framework, equivalent to the National Malaria Strategic Plan (NMSP) (Plan Stratégique National de Lutte contre le Paludisme, PSNLP), and outlines the country’s strategic priorities and interventions for malaria control and elimination alongside those for HIV/AIDS, tuberculosis, viral hepatitis, sexually transmitted infections (STIs), and epidemic-prone diseases.

The PSNIE is intended to serve as a guiding and governance document for implementing bodies—such as programs, services, and other directorates sharing a unified coordination mechanism—while also representing an innovation due to its cross-cutting, integrative, and elimination-oriented approach.

Vision: By 2023, “Benin will have an integrated and effective governance platform for the national response to priority diseases and diseases with epidemic potential, ensuring synergy and efficiency in the fight against these diseases with a view to their effective elimination.”

Overall Objective: To contribute to the elimination of HIV, tuberculosis, malaria, hepatitis, STIs, and diseases with epidemic potential by 2028;

Specific objectives of the PSNIE are as follows:

  • Reduce by 50% by 2023 new infections related to priority diseases: HIV, tuberculosis, malaria, hepatitis, STIs, and diseases with epidemic potential;
  • Reduce by 60% by 2023 mortality and morbidity related to priority diseases: HIV, tuberculosis, malaria, hepatitis, STIs, and diseases with epidemic potential;
  • Ensuring integrated and effective governance of the national response to priority diseases and diseases with epidemic potential.
