Elimination of Malaria in Mesoamerica and the Island of Hispaniola (EMMIE)

Objectives

The program objective is to coordinate participating countries to shift from a malaria control focus towards a shared goal of zero local malaria cases for 2020 through:

  • Definition of regional cross-cutting lines of action;
  • Shift of strategy and policies from control to elimination;
  • Strengthening health systems; strategic planning, monitoring and evaluation; strengthening participating countries’ capabilities; and
  • Fostering an expanded funding framework to include multiple funding sources at national and regional level
Rationale and Abstract

This agreement intends to support the acceleration of malaria elimination in participating countries. In line with Aid Effectiveness principles, this program relies on participating countries’ efforts to achieve malaria elimination while providing financial incentives for the achievement of agreed targets described in the terms of this Agreement. 

Planned Activities at Regional Level:

  • To strengthen and consolidate national surveillance through regional data collection;
  • To support the standardization and agreed protocol of diagnosis and treatment;
  • To support the standardization and agreed protocol of Integrated Vector Management (IVM);
  • To foster active participation of civil society and communities;
  • To facilitate cross-border collaborations; and
  • To establish a regional operational research framework.

Planned Activities at National Level:

  • Improving prevention, monitoring and early detection of malaria to contain breakouts.
  • Promoting Integrated Vector Management (IVM).
  • Strengthening timely diagnoses and treatment with guaranteed quality.
  • Improving communication about malaria and promotional activities, and encouraging strategic partnerships and alliances.
  • Strengthening national health systems; strategic planning, monitoring and evaluation; and, strengthening the country’s reporting capabilities.
  • Strengthening national surveillance and reorientation of strategies toward elimination.
