National Malaria Strategic Plan (NMSP) of Sao Tome and Principe: 2023 – 2027

The Plano Estratégico Nacional (PEN) para a eliminação do paludismo 2023-2027 envisions a malaria-free STP and has a mission to lead and coordinate malaria control strategies and interventions in the country with the aim of elimination, thereby contributing to national economic growth.

Goal: This strategic plan sets the goal of reducing malaria incidence to fewer than five cases per 1,000 inhabitants in five districts of São Tomé, and achieving zero (0) indigenous cases in the Autonomous Region of Príncipe and the Caué district, by 2027.

Objectives: To achieve this goal, the following specific objectives have been outlined:

• Objective 1: By 2027, strengthen epidemiological and entomological surveillance systems, as well as monitoring and evaluation systems at the central and district levels and in the RAP, alongside epidemic detection and response capabilities;
• Objective 2: From 2023 to 2027, ensure the detection of 100% of malaria cases at all levels—supported by quality laboratory diagnosis—and provide correct treatment in accordance with the national case management policy;
• Objective 3: By 2027, ensure the entire population benefits from integrated vector control interventions and other evidence-based prevention measures (epidemic mapping, stratification, vector resistance monitoring, etc.);
• Objective 4: By 2027, accelerate the implementation of elimination-oriented activities with a heightened focus on surveillance; Objective 5: By 2027, develop innovative actions and strengthen social mobilization and communication aligned with the vision for malaria elimination;
• Objective 6: By 2027, strengthen the institutional capacities and the planning and management
  techniques of the PNEP at all levels for malaria elimination.
