National Malaria Strategic Plan (NMSP) of Mozambique: 2023 – 2030

The focus of this Plano Estratégico da Malária (PEM) 2023-2030 is on reducing malaria prevalence, incidence, and mortality nationwide, and on eliminating local malaria transmission in specific districts where transmission is already very low. Accordingly, this MSP was developed taking into account experiences and lessons learned from the implementation of the previous MSP (2017–2022) as well as global strategies and technical recommendations—such as the Global Technical Strategy for Malaria 2016–2030, the Sustainable Development Goals 2015–2030, and SADC malaria initiatives like Elimination 8 and MOSASWA, among others.
Vision: For a malaria-free Mozambique
Mission: To lead malaria control and elimination in Mozambique
Goals:
- Reduce the national malaria incidence from 392cases per 1,000 inhabitants in 2022* to 216 cases per 1,000 inhabitants by 2030
- Reduce national malaria-related hospital mortality from 1 per 100,000 inhabitants in 2022* to 0.77 deaths per 100,000 inhabitants by 2030
- Eliminate local malaria transmission in at least 20 districts identified as low-transmission regions by 2030
Objectives:
- Strengthen intra- and inter-sectoral management and coordination capacity to achieve the Strategic Plan’s objectives;
- Ensure that districts benefit in a timely manner from at least one vector control intervention and, additionally, from chemoprevention and/or vaccination where applicable based on transmission levels;
- Test all suspected cases and treat 100% of confirmed malaria cases at health facility and community levels;
- Strengthen social and behavior change messaging so that 85% of people seek timely healthcare and correctly adopt malaria prevention methods;
- Strengthen the capacity of the malaria surveillance, monitoring, and evaluation system at all levels;
- Ensure access to malaria interventions during humanitarian emergencies;
