The Plan Stratégique National de Lutte contre le Paludisme (PSNLP) 2018-2022 for Madagascar has the following objectives.

Vision: A malaria-free Madagascar.

General Oblectives:

  • Reduce malaria-related mortality to zero by 2022.
  • Increase the number of districts in the pre-elimination phase from 3 to 74 by 2022.
  • Increase the number of districts in the elimination phase from 5 to 16 by 2022.

Specific Objectives:

  1. Strengthen Program Management and Coordination
    • Strengthen managerial and operational capacities at all levels.
    • Ensure the continuous availability of malaria medicines and control products across all sectors and at all levels.
  2. Ensure protection for the entire population through the most efficient prevention interventions
    • Protect at least 90% of the population in areas targeted by IRS and LLINs.
    • Protect at least 80% of pregnant women through IPTp, in accordance with national guidelines.
  3. Properly manage all cases of uncomplicated and severe malaria
    • Diagnose 100% of suspected malaria cases using RDTs or thick blood smears, in accordance with national guidelines.
    • Treat 100% of confirmed malaria cases in accordance with national guidelines.
  4. Strengthen the communication and social mobilization framework
    • Ensure that at least 80% of the population adopts behaviors conducive to malaria prevention and case management.
  5. Improve the surveillance framework
    • Detect 100% of epidemics and emergency situations within one week using an early warning system, and control 100% of epidemics and emergency situations within two weeks of detection.
    • In pre-elimination zones, strengthen the surveillance system to map high-incidence population groups and sources of infection.
    • In elimination zones, implement an effective system for investigating confirmed cases.
  6. Improve the monitoring and evaluation framework
    • Integrate malaria data into DHIS2.
    • Maintain the timeliness and completeness rate of reports from all health facilities at a minimum of 90%.
