National Malaria Strategic Plan (NMSP) of Mozambique: 2017 – 2022

This Plano Estratégico da Malária (PEM) 2017-2022 was developed through a multisectoral and participatory approach involving all partners of the National Malaria Control Program. The Plan was drafted following a review of the progress made and challenges faced under the Malaria Strategic Plan 2012–2016; it is grounded in recommendations from the detailed program assessment conducted during the 2016 Malaria Program Review, as well as the principles and objectives of international malaria initiatives—such as the Global Technical Strategy for Malaria 2016–2030, the Sustainable Development Goals 2015–2030, and SADC malaria initiatives (Elimination 8 and MOSASWA).

Vision: For a malaria-free Mozambique

One day, Mozambique will be free of malaria. By realizing our vision, we will contribute to a healthier and more productive society and to the country’s development.

Mission: To lead and coordinate the implementation of effective interventions to reduce malaria morbidity and mortality in Mozambique.

The PNCM’s mission is to effectively coordinate, develop, plan, and monitor the implementation of evidence-based strategies and interventions that will reduce the burden of malaria in Mozambique.

Goals:

1. By 2022, reduce malaria morbidity at the national level by at least 40% compared to levels observed in 2015
2. By 2022, reduce in-hospital malaria mortality at the national level by at least 40% compared to levels observed in 2015

Objectives:

1. OBJECTIVE 1: Program Management – Strengthen program management competencies at central, provincial, and district levels to achieve Strategic Plan objectives by 202
2. OBJECTIVE 2: Prevention – Ensure at least 85% population coverage with at least one vector control intervention in all districts
   of the country by 2022
3. OBJECTIVE 3: Case Management – Test 100% of suspected malaria cases and treat 100% of confirmed malaria cases at health facility and community levels, in accordance with national guidelines, by 2022
4. OBJECTIVE 4: Communication for Social and Behavior Change Implement an effective CSBC approach to ensure that at least 70% of people seek appropriate and timely healthcare, and that at least 85% of the population uses an adequate protection
   method, by
5. OBJECTIVE 5: Elimination – Accelerate malaria elimination efforts through the implementation of epidemiologically appropriate interventions by 2022
6. OBJECTIVE 6: Surveillance, Monitoring & Evaluation – Strengthen the surveillance system so that 100% of health facilities and districts report complete, timely, and quality data by 2020
