The purpose of the Uganda Malaria Reduction and Elimination Strategic Plan (UMRESP) 2021– 2025 is to provide a common framework for the government, its development partners, the private sector and all stakeholders to accelerate nationwide scale up of evidenced‐based malaria reduction and elimination interventions.

Goal: By 2025, reduce malaria morbidity by 50% and malaria related mortality by 75% of the 2019 levels

Vision: “A Malaria-free Uganda” to enable socio-economic transformation in alignment with Uganda Vision 2040

Mission: To provide quality assured services for malaria prevention and treatment to all the people in Uganda to facilitate the attainment of a good standard of health so as to contribute to national development.

Strategic Direction: In keeping with the vision of a malaria-free Uganda, accelerate malaria burden reduction in high and moderate transmission areas while reducing transmission intensity in all low transmission areas until we get to malaria elimination in Uganda. An implementation approach based on the High Burden High Impact (HBHI) principles – High political will; Strategic information to drive impact; Better guidance for policies and strategies; and a Coordinated national malaria response, will be adopted.

Core Technical Interventions: The following proven effective technical interventions against malaria will be scaled up and sustained in this plan period:

  • Malaria vector control based on an integrated vector management approach deploying a mix of LLINs, IRS, Larviciding and environment management
  • Malaria case management comprising diagnosis and treatment
  • Chemoprevention in high-risk population groups
  • Surveillance, Monitoring, Evaluation and Operational Research
  • Epidemic Prevention, Preparedness and Response
  • Advocacy, Social Mobilization and Behavior Change Communication
  • Program Management including stronger private sector engagement as well as health and community systems strengthening for improved service delivery at all levels.

Strategic Objectives: The following objectives will lead to the achievement of the above goal:

a) To accelerate access to malaria preventive and curative services to achieve universal coverage in all eligible populations by 2025

b) Enhance quality of malaria services in the private sector with at least 80% of the private health facilities managing malaria according to national guidelines and reporting quality data by 2025;

c) By 2025, at least 90% of the population sustains the acquired knowledge, and utilizes and practices correct malaria prevention, control and management measures;

d) Malaria programming at all levels is guided by and based on robust data and evidence;

e) By 2025, transform malaria programming in targeted districts from control to elimination;

f) By 2025, at least 80% of districts will have strengthened enabling environment to deliver malaria interventions and measure progress through coordinated partnership and multi-sectoral collaboration
