L’Initiative Call for Applications: Strengthening Health Systems (HSS) at all levels (community to national)

L’Initiative is a funding mechanism implemented by Expertise France launched at the end of 2011, which complements the work of the Global Fund to Fight AIDS, Tuberculosis, and Malaria. It provides technical assistance and catalytic funding to around forty Global Fund recipient countries to improve the effectiveness of their grants and strengthen the health impact of funded programs. In this way, L’Initiative contributes to ensuring the effectiveness of pandemic responses and health systems.

This call (23-2024-INIT-APR-01) “Strengthening Health Systems (HSS) at all levels (community to national) Health Human Resources (HHR) at the heart of Health Systems” will support projects that adopt a systemic approach to strengthening health systems at all levels (from community to national), their policy and regulation, their organizational structure, and the behaviors and practices of actors. This approach prioritizes the strengthening of human resources for health and integrates an approach based on human rights and gender equality into all activities.

Under this call for proposals, L’Initiative will therefore be particularly focused on the promotion and prioritization of measures aimed at :

  • Strengthening human resources for health
  • Strengthening national systems for Procurement and Supply Management systems (PSM) of drugs and health products as well as strengthening pharmaceutical governance including linkages with national and regional drug agencies ;
  • Projects that align HIV, tuberculosis, and malaria control programs with sexual and reproductive health, maternal, child, and adolescent health programs, and integrated service delivery platforms at all levels of the health system, including the community level;
  • Strengthening health information systems.
